The International Kyokushinkai Karate FEDERATION is the rightful subject, having all the rights of the juridical person, attituded by the International Law and making its activity according to the International Rights, observing the norms and rights of the other international FEDERATIONs.


The International Kyokushinkai Karate FEDERATION represents itself in other international FEDERATIONs, movements, forums, establishes and develops relationships with international associates, federations, FEDERATIONs and clubs, has its representation at the International Kyokushinkai Movement.


The International Kyokushinkai Karate FEDERATION in a joint with other country representatives solves the questions of the population wide attraction to the physically-health activity, preparing of the stuff, formation and preparing of the combined teams.


The International Kyokushinkai Karate FEDERATION in order to realize its charter aims can be the establishing FEDERATION of the fitting unions, foundations and other social FEDERATIONs and movements.


Inside the International Kyokushinkai Karate FEDERATION can be made the league of the professional sportsmen, whose activity doesn’t bother the charters of the existing international FEDERATIONs.

-The fight with unhealthy activities and solving according to its competition the problems of the ethics in the contact karate development area.

-Social and juridical protection of the rights and interests of the International Kyokushinkai Karate FEDERATION members.

10. In order to reach the pointed aims The International Kyokushinkai Karate FEDERATION:

-Finds, studies and propagandas worthy initiatives, worthy experience aimed to develop the contact karate in the world.

-Studies over the methodical recommendations, the laws of the competitions, closes agreements, and creates temporary creative collectives in order to bring the sport innovations.

In the Law established order creates publishing activity in order to realize the aims of The International Kyokushinkai Karate FEDERATION.

Takes part in working over the norms and demands of the one sport qualification, makes and describes the laws of the competitions, international competitions order and provides the control about their observation.

Provides the combined teams prepare of The International Kyokushinkai Karate FEDERATION in order to take part in official and commercial activities.

-Creates in the established order own or joint establishments, co operations, founds, rents, buys or builds the buildings and other objects, connected with the International Kyokushinkai Karate FEDERATION.

-Provides according to the established order the finance-economy and foreign-economical activity.

-Creates in the established order production on making sports equipment, inventory, clothes, attributes, advertisement and other production and organizes its realization.

-Shows other service to the population, according to the charter aims of the International Kyokushinkai Karate Organiation.

 

II. THE FORMATION OF THE WAYS AND FONDS

1. The finance sources of the International FEDERATION are:

-Individual and collective entry and member payments

-Volunteer payments of the foreign state social, co operational, private founding, FEDERATIONs, institutions.

-Giving present, wills and other donations of the world citizens

-Incomings from the economy, social, production and other FEDERATIONs of the International Kyokushinkai Karate FEDERATION, currency incomings for taking part at the international tours, for the prepare of the trainers, publishing and other commercial activity.

-Other incomings – not against the law.

2. The material-technical base of the International Kyokushinkai Karate FEDERATION is formed for the incoming from the economy activity and for the volunteer giving of the sources by the juridical and physical persons.

3. International Kyokushinkai Karate FEDERATION performs its financial-economy activity at the base of freely forming of the free and covenant prices for its production and service.

4. The resources, received by the first established FEDERATIONs of the International Kyokushinkai Karate FEDERATION, are used by them according to the aims of the present charter for its own needs: part of the resources is separated for providing of the centralized activities of the International Kyokushinkai Karate FEDERATION, according to the international norms. The financial relationships between the International Kyokushinkai Karate FEDERATION and its members are represented on the agreement base.

5. Financial and other resources are used:

-For established aims of the International Kyokushinkai Karate FEDERATION.

-For building International Kyokushinkai Karate FEDERATION infrastructure as country representations, clubs, sections, team centers and other formations.

-Material-technical development, establishments’ creations, co operations, sport-health centers, sport base, equipment buying, uniform and attributes.

-Making chief, guardian help, charity actions.

-establishing of the special grants, primes, rewarding of the sportsmen and statesmen.

-sport measure passing.

-international co-working development

-the formation of the reserve and insurance founds; to be successful in state budged responsibilities, and other payments, connected with the International Kyokushinkai Karate FEDERATION activity as well.

-The principles of International Kyokushinkai Karate FEDERATION work and payment system are fixed by the existing situation established by the managing organs of the International Kyokushinkai Karate FEDERATION.

According to the decision of the President of the International Kyokushinkai Karate FEDERATION part of the finance found and other reserves can be used for the work payment.

 

III. MEMBERS OF THE INTERNATIONAL FEDERATION, THEIR RIGHTS AND RESPONSIBILITIES

The membership at the International Kyokushinkai Karate FEDERATION is voluntary. Collective members of the International Kyokushinkai Karate FEDERATION can become work collectives, sport clubs, schools, taking part in the show performances, competitions, hold by the International Kyokushinkai Karate FEDERATION, and unions, FEDERATIONs, co operatives, recognizing the charter of the International Kyokushinkai Karate FEDERATION as well.

The International Kyokushinkai Karate FEDERATION entrance question is solved by the appeal of the physically-cultural and other collectives, the amount of the year and members’ payments is solved by the President of the International Kyokushinkai Karate FEDERATION. The membership at the International Kyokushinkai Karate FEDERATION is individual and collective
The individual members of the International Kyokushinkai Karate FEDERATION can be persons, living at any part of the world, recognizing the charter of the International Kyokushinkai Karate FEDERATION, taking part at the International Kyokushinkai Karate FEDERATION work and regularly making the members’ payments, not demanding on age.
Membership in any other FEDERATION (International FEDERATION, Association) doesn’t bother to his membership at the International Kyokushinkai Karate FEDERATION.

The first branches, filial and other FEDERATIONs have right to take part through their representatives at the managing organs’ meeting of the International Kyokushinkai Karate FEDERATION, take part in all branches of the International Kyokushinkai Karate FEDERATION work, by desire leave the International Kyokushinkai Karate FEDERATION, notifying the managing organs not less than 3 months before with condition of bringing to live it’s responsibilities.

The collective member of the International Kyokushinkai Karate FEDERATION must be successful in conference decisions, decisions of the other managing organs of the International Kyokushinkai Karate FEDERATION, hold agreement responsibilities about the International Kyokushinkai Karate FEDERATION, in time payments to the International Kyokushinkai Karate FEDERATION founds.

The honorees members of the International Kyokushinkai Karate FEDERATION can be the sportsmen, trainers, judges, creation workers, social statesman and other persons, having their input into the International Kyokushinkai Karate FEDERATION affair in the country and world.
The members of the International Kyokushinkai Karate FEDERATION must:

6. The members of the International Kyokushinkai Karate FEDERATION have right to:

7. For disturbing the Charter, moral or material harm for the International Kyokushinkai Karate FEDERATION members, can be made the penalties, including banishing from the International Kyokushinkai Karate FEDERATION. The banishing question is solved by the International Kyokushinkai Karate FEDERATION Presidium, which can be changed or protested at the International Kyokushinkai Karate FEDERATION Conference.

 

IV. THE STRUCTURE AND ORGANS OF THE INTERNATIONAL KYOKUSHINKAI ARATE FEDERATION

Te highest managing organ of the International Kyokushinkai Karate FEDERATION is the Presidium of the International Kyokushinkai Karate FEDERATION.
The executive-disposal organ of the International Kyokushinkai Karate FEDERATION, working over execution of the Presidium functions and decisions, is The Executive Committee.
The Presidium solves the following questions:

-fixes the main branches of the International Kyokushinkai Karate FEDERATION work

-Chooses the control-revision commission

-The decision is hold by the majority of the Presidium members’ voices.

the Presidium membership is:

-The President of the International Kyokushinkai Karate FEDERATION

-Vice-President of the International Kyokushinkai Karate FEDERATION

-The General Secretary of the International Kyokushinkai Karate FEDERATION

-The International Kyokushinkai Karate FEDERATION Commision Chairman

-The technical Director of the International Kyokushinkai Karate FEDERATION

-The International Kyokushinkai Karate FEDERATION Judges Colleague Director

-Members of the International Kyokushinkai Karate FEDERATION’s Executive Committee

The Presidium is gathered not less than once three months. Is the managing organ of the International Kyokushinkai Karate FEDERATION and selects from it’s contend the General Secretary of the International Kyokushinkai Karate FEDERATION. The Presidium selects from it’s content the managing organs of the International Kyokushinkai Karate FEDERATION.

In case of disturbing their responsibility the Presidium of the International Kyokushinkai Karate FEDERATION can make free from the position and set another.

The President has the following rights:

-be a chairman at the meetings and conferences

-Set the Presidents of the regional FEDERATIONs

-With the Presidium set the way of the regional FEDERATIONs’ work

-Represent the International Kyokushinkai Karate FEDERATION from his name in all FEDERATIONs, organs of the state power and at foreign trips as well.

-Use the financial and other valuables of the International Kyokushinkai Karate FEDERATION:

-Close agreements

-According to his (her) powers make orders, employee or fire the workers.

-Give part of his (her) responsibilities to the Vice-President

9. The President has right to create an Executive Committee for solving the following questions, which consists of the following commissions:

-Informational propaganda

-Scientifically-methodical

-The trainers’ union

-Judges

-Attestation

-Materially-technical

-Commercial

If necessary other commissions can be created.

For the technical functions from the International Kyokushinkai Karate FEDERATION

Stuff with the Executive Committee can be created directorial and secretariat.

For the control for the Charter and Financial-Economy activity the International Kyokushinkai Karate FEDERATION chooses the control-revision Commission for 4 years.

The Commission gives result about the year International Kyokushinkai Karate FEDERATION’s report

For every-day work control the revision commission selects the chairman, secretary and the substitute.

 

V. RESPONSIBILITIES AND RIGHTS OF THE REGIONAL FEDERATIONS

The Presidents of the Regional FEDERATIONs are appointed by the Presidium of the International FEDERATIONs.


The President of the Regional FEDERATIONs appoints the Presidium of the Regional FEDERATIONs. The content of the Region FEDERATIONs Prezidium is:

The Presidium solves the following questions:

Setting the country representative in its region
The International Kyokushinkai Karate FEDERATION Branch Chiefs registration
Prescribing its activity for the International Kyokushinkai Karate development in its region
Solving the financial questions in its region
Holding the regional championships, tours, show performance, gatherings, exams for the Dan/test, taking part in all The International Kyokushinkai Karate FEDERATION measures.

 

The black belts from the 1 st to 3 rd Dan (including) are given by the Regional FEDERATIONs Presidium, with condition to let the International Kyokushinkai Karate Presidium know about it.


The 4 th Dan and higher – the exam is taken by The International Kyokushinkai Karate FEDERATION. To let one to pass to the 4 th Dan, the Regional FEDERATIONs Presidium must give a recommendation for the sportsman.


Creating year measures calendar


Holding the every-year judges, instructors and technical seminar by the kancho’s leadership


Perform new proposals to The International Kyokushinkai Karate FEDERATION, directed to the Kyokushinkai Karate development in the regions.


Regional combined teams’ performance at the World Championships.


Complains of any country representative must be studied with making decisions to satisfy the interests of the country representative.


The status of all the regional FEDERATIONs is equal.


The Presidium is responsible for the members’ payments in its region


The Regional FEDERATIONs’ Presidium must keep in touch with the branch Chiefs


Make convenient work conditions for the representatives in its region


Keep in touch with Honbu and inform about its region


In time inform The International Kyokushinkai Karate FEDERATION web-master to place the information about its region at The International Kyokushinkai Karate FEDERATION web-site.


The International Kyokushinkai Karate FEDERATION Presidium has right to reselect the Regional FEDERATION President if he is not diligent enough.


The President of the Regional FEDERATION is prescribed from the Branch Chiefs of the same region, who has an input into the Kyokushinkai Karate development and has experience no less then 15 years.


Once a year the Regional FEDERATIONs Presidium must report to The International Kyokushinkai Karate FEDERATION’s President


The activity of the regional FEDERATIONs is controlled by The International Kyokushinkai Karate FEDERATION’s Presidium


Every Kyokushinkai Karate regional FEDERATION must have its own inside FEDERATION charter.


The formation of the regional FEDERATIONs’ charter must not break The International Kyokushinkai Karate FEDERATION’s charter and must not pass through the boarders of the law.



The regional FEDERATIONs charter must be submitted and registrated at The International Kyokushinkai Karate FEDERATION headquarters.

 

VI. RESPONSIBILITIES AND RIGHTS OF THE COUNTRY REPRESENTATIVES

The country representatives are prescribed with the recommendation of the regional FEDERATIONs


The country representative must have the Branch Chief Certificate of The International Kyokushinkai Karate FEDERATION


In time make the member’s payment into the The International Kyokushinkai Karate FEDERATION found


Each Branch Chief, who has The International Kyokushinkai Karate FEDERATION certificate must pay 100 (one hundred) USA Dollars a year to The International Kyokushinkai Karate FEDERATION found. In other case the Branch Chief certificate is made invalid.


the invalid certificates must be returned to the Honbu



Those who can be prescribed Branch Chiefs are:

-Having experience in karate not less than 5 years

-Being successful about The International Kyokushinkai Karate FEDERATION demands

-Healthy

-having not less that black belt the 1 st Dan

-Having club in his country

-having 300 students

-the representative has right to open his own club in the country

7. In highly populated countries more than 1 Branch Chief can exist

8. Among the Branch Chiefs one is prescribed as a Chief Branch Chief, who is responsible for other Branch Chiefs’ activity in his (her) representation

9. The Branch Chiefs are prescribed with the Chief Branch Chief of the country

10. Branch Chief can be prescribed who showed him (her-) self during a year from a positive site.

11. Measures year calendar at the representations are formed and approved by the Branch chiefs.

12. The Branch chief has right to take the exams on KYU (from the 10 th KYU to the 1 st one)

13. Black belts certificates, judges and teachers, given without Honbu’s agreement are invalid

14. The list of Black belts of The International Kyokushinkai Karate FEDERATION shown at The International Kyokushinkai Karate FEDERATION web-site is valid and The International Kyokushinkai Karate FEDERATION is responsible for it.

15. The judges and instructors must have an official certificate of The International Kyokushinkai Karate FEDERATION.

16. Keep in touch with the local Olympic Committee and Ministry of Sports

17. Develop Kyokushinkai Karate in branches, interests, according to the laws of their countries

18. The representatives can be replaced by other representative in the following cases:

- If he (she) is not successful in The International Kyokushinkai Karate FEDERATION demands

- If he (she) is ill hard and can go in for Kyokushinkai Karate any longer

- By wish

- In case of death

19. For the development of Kyokushinkai Karate in the country the Branch Chief of the country is responsible.

 

VII. FINISHING OF THE INTERNATIONAL KYOKUSHINKAI KARATE FEDERATION ACTIVITY

The International Kyokushinkai Karate FEDERATION is abolished according to The International Kyokushinkai Karate FEDERATION Presidium’s decision for being not able to be successful in its activity.

After the abolition, the reality of The International Kyokushinkai Karate FEDERATION is passed to the International Kyokushinkai Karate FEDERATION Presidium’s order.
